A toolkit to provide a roadmap for establishing multisectoral strategies, plans and programmes for tobacco control in line with WHO FCTC Article 5.1. Informed by Party experiences, the toolkit focuses on developing a national tobacco control strategy (NTCS) – the blueprint for how a country will address the tobacco epidemic within a specified time-frame.
