China MPOWER/FCTC workshop leads to plans for legislation and research

Participants from 10 provinces and cities attended the workshop organised by The Union China Office.

On 2–6 December 2013, The Union China Office offered a technical training workshop on MPOWER/FCTC in Xiamen, a city of Fujian Province. The participants were from 10 provinces and cities and represented the national China Center for Disease Control (CDC), local CDCs and health education institutes, non-governmental organizations and a commercial enterprise.

The facilitators and trainers were all Chinese, including top experts and scholars working on tobacco control from partner organisations and The Union China Office. They provided an overview of the six MPOWER measures recommended by the World Health Organization for tobacco control, as well as the current national and international situation regarding the Framework Convention on Tobacco Control. They also discussed good practices and lessons learned, experiences drawn from current legislative processes and worked together in small groups.

All participants developed action plans for promoting smokefree legislation within their groups or individually by the end of the workshop. The workshop coordinators will follow up with them, regarding implementation of these plans, over the coming months.

In addition, a participant from the Central Party School of the Communist Party of China developed an action plan for tobacco control policy research, which might greatly contribute to the China National Health and Family Planning Commission’s efforts to promote national tobacco control legislation for China.
