The C19 Response Mechanism Grant of the Global Fund: A Move Towards Health System Strengthening for Pandemic Preparedness captures institutional learning from the implementation of the 3-D TB Care Model under the C19 Response Mechanism (C19RM) grant of the Global Fund in India. Originally conceived to support continuity of TB services during the COVID-19 pandemic, the model evolved into a system-strengthening approach that combined doorstep sputum collection and transportation, doorstep drug delivery and tele-consultation, supported by digital systems for tracking, monitoring and accountability.
Implemented across six states and 22 districts, the documentation examines the model’s design and evolution, implementation processes, digital systems, monitoring and accountability mechanisms, stakeholder experiences and its integration with the National TB Elimination Programme (NTEP). It draws on programme documentation, performance data, stakeholder consultations and field observations to provide a grounded account of the implementation journey.
The publication highlights key learnings around institutional integration, data discipline, monitoring, human engagement, digital systems and transition, while offering reflections on strengthening continuity of TB care and preparedness for future disruptions. The publication offers practical insights for TB programme managers, policymakers, public health practitioners, researchers and development partners working to strengthen TB service delivery, health-system resilience and preparedness.
