The Tobacco Control Implementation Hub is a one-stop shop for resources on tobacco control policy implementation and enforcement.

Free and simple to navigate, it provides governments and public health practitioners with materials and evidence critical to tobacco control implementation and enforcement efforts.

THE GLOBAL CONTEXT

Many countries have made enormous progress in recent years by adopting strong tobacco control policies recommended by the World Health Organisation’s Framework Convention on Tobacco Control. Yet, more progress is needed to improve compliance with these laws through effective implementation and enforcement.

When such laws are not well implemented, people are not fully protected from the harms of tobacco and the achievements and resources invested in policy adoption are at risk of being lost. An ineffective law loses trust and can prevent progress.

Governments face many barriers, from resources and capacity to infrastructure and industry interference. This Hub provides governments and public health practitioners with the tools they need to tackle these challenges, improve implementation and increase compliance.

Global Implementation Programme

About

Launched in June 2018, the programme supports seven cities across China, Indonesia, India and Pakistan, working to increase compliance with smokefree laws and tobacco advertising, promotion and sponsorship (TAPS) bans at points-of-sale.

Each of the programme’s cities has strong tobacco control legislation but needs to improve compliance. The Union provides technical assistance, including support to establish and train multi-sector task forces; institute a robust coordination mechanism; conduct regular compliance monitoring; and leverage media to promote tobacco control policies and mobilise public support.

The programme is funded by Bloomberg Philanthropies under the Bloomberg Initiative to Reduce Tobacco Use, which promotes evidence-based tobacco control policies in low- and middle-income countries around the world to combat the tobacco epidemic.
