The Tobacco Control Implementation Hub is a one-stop shop for resources on tobacco control policy implementation and enforcement.
Free and simple to navigate, it provides governments and public health practitioners with materials and evidence critical to tobacco control implementation and enforcement efforts.
Use the resource library to find best practice examples, implementation guides, case studies from high compliance settings, research tools, and more.
THE GLOBAL CONTEXT
Many countries have made enormous progress in recent years by adopting strong tobacco control policies recommended by the World Health Organisation’s Framework Convention on Tobacco Control. Yet, more progress is needed to improve compliance with these laws through effective implementation and enforcement.
When such laws are not well implemented, people are not fully protected from the harms of tobacco and the achievements and resources invested in policy adoption are at risk of being lost. An ineffective law loses trust and can prevent progress.
Governments face many barriers, from resources and capacity to infrastructure and industry interference. This Hub provides governments and public health practitioners with the tools they need to tackle these challenges, improve implementation and increase compliance.
The Implementation Hub’s curated but expansive profile of resources can help practitioners to:
- Improve coordination efforts for implementation activities
- Conduct more intensified and effective enforcement actions
- Develop and revise enforcement protocols
- Increase stakeholder capacity
- Streamline violation reporting and compliance monitoring
- Increase public awareness and participation
- Advocate for stronger and more effective tobacco control law implementation
Launched in June 2018, the programme supports seven cities across China, Indonesia, India and Pakistan, working to increase compliance with smokefree laws and tobacco advertising, promotion and sponsorship (TAPS) bans at points-of-sale.
Each of the programme’s cities has strong tobacco control legislation but needs to improve compliance. The Union provides technical assistance, including support to establish and train multi-sector task forces; institute a robust coordination mechanism; conduct regular compliance monitoring; and leverage media to promote tobacco control policies and mobilise public support.

The policy pages explain the rationale for, the challenges inherent in and the solutions for implementing and enforcing specific tobacco control policies—from smokefree (SF) to tobacco advertising at point-of-sale (POS) to tobacco vendor licensing (TVL).
The implementation area pages detail key elements of the implementation process. Find detailed guidance and best practice examples across all policy areas, from capacity building for inspectors to key elements of a strategic communication plan, to examples of compliance surveys, and more.
